Furlough Information

In July 2020, the 31st Special Session of the Nevada Legislature passed Assembly Bill (AB) 3. While many of the provisions in the bill dealt with the fiscal budgets, it also required all state employees to take furlough during the second half of the current fiscal year (FY2021). If an employee is not able to take the furloughs, due to the job responsibilities, then the equivalent pay reduction without the leave will be required instead.

On Nov. 13, 2020, the Board of Regents approved and adopted the “Furlough Policy for NSHE Faculty and Employees Due to COVID-19 Budget Shortfall for Fiscal Year 2021,” which was codified as Chapter 4, Section 20 of the NSHE Procedures and Guidelines Manual, and implements the mandates of AB3.  


Professional Furlough

Salary reduction of 4.6% will occur on paychecks of January, February, March, April, May and June.

Professional employees (Administrative and Academic) must enter their furlough leave into Workday and it
must be approved by their supervisor.

  • Administrative faculty are required to take 6 furlough days between December 1 and May 31
  • Academic “B” faculty are required to take 4 furlough days between December 1 and May 31
    • Leave should be taken on non-teaching days
    • Faculty wishing to take furlough on teaching days must seek prior approval from their supervisor before entering request into Workday
  • Academic “A” faculty are required to take 6 furlough days between December 1 and May 31
    • Leave should be taken on non-teaching days
    • Faculty wishing to take furlough on teaching days must seek prior approval from their supervisor before entering request into Workday
  • For employees at less than 100% FTE, such leave shall be prorated accordingly
  • Overloads and stipends will not be affected

Professional employees will see their furlough leave available in Workday on December 1. Furlough leave may be taken in full-day or half-day increments and the leave may be “stacked”.

Classified Furlough

The State of Nevada, Division of Human Resources has provided some guidance but has also allowed state agencies some flexibility in deciding how their employees can take their furlough leave hours.

Classified employees must take 8 hours of furlough leave per month and pay will be reduced in the pay period in which the furlough leave is taken.

TMCC classified employees may take furlough leave in either 4 or 8-hour increments.

No more than 12 hours of furlough leave in a pay period.

In no case shall overtime and compensatory time be earned in the same pay week as furlough leave.

Classified furloughs must be taken between December 16, 2020, and June 15, 2021.

Classified employees will see their furlough leave accrual of 8 hours available in Workday on December 15, January 1, February 1, March 1, April 1, and May 1.

Classified employees must enter their furlough leave into Workday and it must be approved by their supervisor.

Part-time Instructor Furlough

Part-time Instructors, paid monthly using Period Activity, are required to take an equivalent of a 4.6% furlough for the courses they are facilitating in the spring 2021 semester. The furlough leave time and accompanying pay reduction will be prorated based on the contracted credit hours each part-time instructor has assigned to them. The process for part-time Instructors paid hourly can be found in the Hourly Employee Furlough.

A framework has been created by Human Resources, in coordination with other NSHE institutions, and has been provided to your department chair and/or supervisor. Please work with your department chair and/or supervisor to find what total furlough hours you are eligible to take based on contact hours or a combination of credits and contact hours.

We understand the difficult circumstance this creates as we know the passion instructors have for serving their students. Please work with the appropriate Dean and/or Director to apply these furlough requirements.

Hourly Employee Furlough

AB3 not only applied to regular full-time employees, but also to our part-time hourly employees. To ensure compliance with the furlough guidelines, the following steps will be taken by your supervisor, in collaboration with Human Resources:

  • Human Resources will take the average number of hours worked for each hourly employee, using the time submitted in the months of September and October of 2020.
  • This average will then be multiplied by 4.6% to arrive at the amount of furlough time to be taken by each employee every week starting January 1.
    • Human Resources will track hours submitted and contact supervisors if there are any adjustments needed.
  • Hourly pay rates will not be reduced and all hours worked will be paid. However, all weekly work schedules should be reduced by the 4.6% time equivalent.
  • Supervisors and employees will collaborate to arrive at the new work schedule, which will be followed for the duration of the spring semester, as applicable.
