Article IV - ImmobilizationofVehicle
401: IMMOBILIZATION
401A: (5UNPAIDCITATIONS)
Whenever a vehiclehas received (5) fiveormore
unpaidparking citations, the vehiclemaybe
immobilizeduntil that person furnishesTMCC
PoliceDepartment evidenceof his/her identity and
an address in the state atwhichheor she canbe
located, and satisfactory evidence that bail has been
deposited for all notices of parkingviolations issued
for the vehicle.
401B: (HABITUALOFFENDER)
Whenever a vehiclehas received (5) fiveormore
unpaidparking citations during any semester, the
vehiclemaybe immobilizedor towed for each
subsequent violation.
402:OWNERRESPONSIBILITY
The registeredowner of a vehicle immobilized
onTMCCproperties shall be responsible for all
immobilization charges.
ArticleV -Removal ofVehicle
501:AUTHORITYTOTOW
Anyduly swornofficer of theTMCCPolice
Department, or anypersonwho is engaged
in enforcingparking regulations and laws, is
authorized to removeor cause the removal of any
vehicle from theCollege as follows:
1. Thevehicle is obstructing traffic.
2. Thevehicle creates an immediatedanger topublic
safety (i.e., leakinggasoline, blockingfire zoneor
hydrant, etc.).
3. Thevehicle’s locationviolates establishedparking
regulations (i.e., red zone, yellow zone, handicapped,
etc.).
4. Theofficerhasprobable cause tobelieve thevehicle is
stolen.
5. Theofficerhasprobable cause tobelieve thevehicle
constitutes evidenceof a crime and impoundment
is reasonablynecessary toobtainorpreserve such
evidence.
6. Theofficerhasprobable cause tobelieve thevehicle
contains evidenceof a crime and impoundment
is reasonablynecessary toobtainorpreserve such
evidence.
7. Thedriver of thevehicle isunder arrest.
8. Thevehicle is abandoned.
9. Whenever avehicle isparkedon campus and it has
beendetermined that thevehiclehas (5)fiveormore
unpaidparking citationsduringany semester.
10. InaccordancewithNRS487.038 -Removal of vehicles
parked inunauthorizedmanner onprivateproperty;
Conditions;Notice; Liability for costs.
11. InaccordancewithNRS484.397–Policeofficer
authority to remove certainvehicles.
502:OWNERRESPONSIBILITY
The registeredowner of a vehicle towed fromTMCC
properties shall be responsible for all towing and
storage charges.
ArticleVI -AbandonedVehicles
601:ABANDONEDVEHICLE -DEFINED
Noperson shall abandon, or leave standing, any
vehicleon campus formore than72 consecutive
hours.All suchvehicleswill be towed and stored.
602:OWNERRESPONSIBILITY
The registeredowner of a vehicle abandonedon
TMCCproperties shall be responsible for all towing
and storage charges.

701:METERFEES
Monies collected frommeters are retainedby the
Foundation.
702:PARKINGCITATIONSFEES
Monies collected from citations areused to
administer theparkingprogram.
703:RENOMUNICIPALCODE /NRSCITATIONFEES
Monies collected for citations forRenoMunicipal
Code andNevadaRevisedStatutes violations
are subject topolicies, procedures, bail, andfine
schedules createdby the jurisdiction. TMCC
receivesno revenue from thesefines.
ArticleVIII -AppealsProcess
801:APPEALS
TMCCparking citationsmaybe appealed.
802: INITIATINGANAPPEAL
The appellantmust file tohavehis/her citation
dismissedwithin (15) fifteendays of the citation
issuedate andmust pay the full bail amount for the
violation cited.The appellantmust fully complete
aCitationAppeals Form, submit the form to
TMCCPDduringnormal business hours at the
policedepartment desk, andpay thebail amount
before the appealwill be accepted.
