Project Requests Procedures
The purpose of this procedure is to establish a comprehensive and consistent process in which TMCC departments and personnel may propose facility remodel, renewal, renovation and/or new construction projects. Examples include, but are not limited to, work involving: plumbing, electrical, mechanical and life safety systems; walls, ceilings and flooring; doors, cabinetry, windows, window coverings and accessibility improvements.

Any TMCC department or personnel desiring to construct or change building elements, interior space(s), or grounds are required to comply with the requirements of this procedure. This procedure was developed to ensure:
- Comprehensive process for facilities development to meet the needs of the college
- Compliance with the college master plan
- Compliance with building codes, laws and regulations
- A safe environment for faculty, staff, students and the community
- Jurisdictional agency reviews and issuance of building permits when required
- Quality and maintainability of all modifications to campus buildings and grounds
- Identification of the full expense and complete funding for projects
A project requestor initiates the project request process by taking the following steps, in order:
Step 1 — Complete the Project Request form, attach supporting documentation, and sign the form. The Project Request form is available from Facilities Operations and Capital Planning in either hard copy or electronic format on the Facilities Operations and Capital Planning Web page.
Step 2 — Requestor must obtain approval signature on the Project Request form from their dean, director, or manager. If the requestor is a dean, director or manager, skip this instruction and proceed directly to Step 3.
Step 3 — Requestor to forward the Project Request form to the president's cabinet member that represents their area of responsibility. The president's cabinet member will review the request and determine if it should be given further consideration. If the project is to be given further consideration it should be signed by the cabinet member and sent to Facilities Operations and Capital Planning. If a project is not to be given further consideration it should not be signed and returned to the original requestor. The president's cabinet member should determine a preliminary prioritization of projects submitted to them by a process or collaboration or their choosing.
Step 4 — Fully completed Project Request forms received by Facilities Operations and Capital Planning will be assigned a control number and logged into the Project Request List. Incomplete project request forms will be returned to the requestor. Requests will be accepted annually by Facilities Operations and Capital Planning.
Step 5 — Facilities Operations and Capital Planning will compile all project requests as signed off by the president's cabinet members and present them to the president's cabinet for review and approval. Facilities Operations and Capital Planning will make recommendations to the cabinet for each project regarding building code compliance, life-safety and risk avoidance, and preservation of assets.
Step 6 — The president's cabinet will prioritize the projects within funding available based on such criteria as critical need, academic and facilities master plans, complexity, fiscal schedule deadlines and number of projects on the listing for completion. Those projects will appear on the annual project list and will be published on the Facilities Operations and Capital Planning Web page. Project requests that are not to be considered further will be returned to the requestor.
Step 7 — A project manager from Facilities Operations and Capital Planning will be assigned to each project. The project manager will provide feedback to the requestor and will regularly update the status of each project on the annual project list which is posted on the Facilities Operations and Capital Planning Web page.
Tips to the Requestor to Expedite the Project Request Process:
- Define the full scope of the project with detailed descriptions, sketches, drawings and illustrations.
- Submit project requests as early as possible to allow adequate time for additional studies, research and investigations.
Jurisdictional agency review should be completed as appropriate and as required. Appropriate review is the responsibility of the Facilities Operations and Capital Planning department.
